CULTURAL POLICY
The Film Culture Center – a proposal

The text is a proposal for the establishment
of the Film Culture Center in Zagreb.
Zagreb lacks a purely noncommercial cinemateque hall. It
lacks a film library of film classics and contemporary noncommercial
and non-US films. It lacks a videoteque of such films. It
lacks a noncommercial distribution network, a public library
of film books and magazines and a data base about foreign
and national film industry and culture. This lack affects
everyone from the general public with a more intensive and
extensive interest in film through young audience eager to
learn more about film to schools where media studies are
part of the curriculum. To remedy this situation the establishment
of the Film Culture Center is being proposed to city
authorities and the republic’s culture ministry. The center
would be a non-governmental institution, established by several
educational and archive organizations and film-related societies,
primarily supported by budget money.
The basic activities
would include:
(1) Film and video presentation activity
(cinemateque programs; contemporary thematic and author
programs; programs of European and non-European films;
experimental and documentary programs etc.),
(2) Lecturing,
panels, seminars, conferences on film and media,
(3) Workshop
activities (for adolescents and adults; of general scope
and special interest),
(4) Library activity (books, magazines,
videos),
(5) Distribution activity (oriented toward other
centers and schools in Zagreb and toward other regions
in Croatia),
(6) Information, publishing and promotional
activities,
(7) Exhibitions.
The conditions necessary for
the realization of the Film Culture Center are:
(a) the
adaptation of some suitable building in Zagreb;
(b) the
providing of the technology needed for all the listed activities,
(c) the core personnel needed for the basic organization
and maintenance of the Center (the particular program managers
can be external collaborators).
